Shanghai's Authorized Data Management Agencies Release First Batch of Almost 300 Public Data Products(Yicai) Nov. 2 -- Two authorized data management institutions in Shanghai have released the first batch of nearly 300 public data products, marking a transition in the value realization of the city's public data from resource openness to product supply.
Shanghai Data Resources Operation under Shanghai Data Group and Yunsai Digital Intelligence under INESA Group launched the data products during the Global Data Ecosystem Conference, held at the Shanghai West Bund International Convention and Exhibition Center under the theme "Intelligent Symbiosis, Connecting the World" from Oct. 30 to 31. The products covered 14 sectors, including public welfare, inclusive finance, transportation, urban governance, industry, environmental protection, and education.
Public data cannot be "wholesaled" directly to the market. Instead, it must be transformed into secondary data products through de-identification, anonymization, tagging, and quality inspection, enabling data merchants to conduct secondary development within a compliant framework.
Data operations are shifting from one-off projects to industrial production, with unified access to raw data, unified formulation of workflow standards, and unified deployment of computing power, platforms, and tools, before specialized teams complete productization across different scenarios, said Xu Gang, executive deputy general manager of Yunsai Digital. Its core is to break data operations into production processes that are repeatable, measurable, and scalable for delivery, Xu noted.
The rapid development of artificial intelligence, especially large language models and intelligent agents, is reshaping data circulation products, according to Shen Ke, chief data officer of Shanghai Data Group. New data silos are highly likely to form if identity verification, product development, and application channels are still built as traditional standalone systems, Shen added.
Shanghai Data Group's business architecture uses blockchain as a unified trust anchor, enabling multiple business nodes to deploy quickly and interconnect through unified identity, directory, access, and management rules, Shen pointed out. The commercial value of this architecture lies in reducing duplicate construction and cross-platform coordination costs, Shen said.
Established in September 2022, Shanghai Data Group has been piloting authorized data operations to connect the entire chain of data supply, circulation, application, and security. Shanghai Data Resources Operation focuses on value realization, with data products, platform operations, and data innovation businesses.
INESA set up Yunsai Digital in March to leverage the parent firm's computing power, technology, and scenario resources to promote the smart, large-scale deployment of public data products.
Shanghai Data Resources Operation and Yunsai Digital serve as trusted service carriers connecting the city's government and the market, efficiently unlocking the potential of public data elements under the premise of security and compliance.
